R. 8086, BY SUBSTITUTING FOR THE AMENDMENT DECLARING THAT FILLED MILK IS AN ADULTERATED ARTICLE OF FOOD, INJURIOUS TO THE PUBLIC HEALTH, A PROVISION ADDING TO THE SECTION MAKING IT UNLAWFUL TO SHIP OR DELIVER FOR SHIPMENT FILLED MILK, THE WORDS, "WHICH IS DELETERIOUS OR CONTAINS ANY DELETERIOUS CONSTITUENT, OR WHICH CAN BE MISTAKEN FOR NATURAL MILK WITHOUT BEING SO PLAINLY MARKED OR LABELED TO DISTINGUISH IT FROM SUCH ARTICLE."
