R. 11133 (45 STAT. 645, APP. 5/21/1928), A BILL MAKING APPROPRIATIONS FOR THE GOVERNMENT OF THE DISTRICT OF COLUMBIA AND OTHER ACTIVITIES CHARGEABLE IN WHOLE OR IN PART AGAINST THE REVENUES OF SUCH DISTRICT FOR THE FISCAL YEAR ENDING JUNE 30, 1929, AND FOR OTHER PURPOSES, WHICH AMENDMENT PROVIDES THAT FORTY PER CENT OF THE APPROPRIATIONS BE PAID OUT OF THE UNITED STATES TREASURY, THAT IS, U.
