Description: TO AMEND S. 2796, BY PROVIDING THAT A COMPLAINT MUST BE LODGED AGAINST A PARTICULAR COMPANY, AND THAT THE COMPANY MUST BE FOUND GUILTY BY THE INTERSTATE COMMERCE COMMISSION BEFORE THE COMMISSION COULD PROCEED TO REQUIRE THE DIVESTMENT OF UNNECESSARY INTERESTS AND CONNECTIONS.
