REQUIRING THAT IN THE MAKING OF TREATIES OR FOREIGN TRADE AGREEMENTS, THE U.S. RESERVE THE UNCONDITIONAL RIGHT TO UNILATERALLY IMPOSE THE FEES AND QUANTITATIVE LIMITATIONS ON IMPORTS OF BASIC FARM COMMODITIES UP TO 50% WHEN THE PRES. FINDS THAT CONTINUED IMPORTS OF SUCH PRODUCTS THREATENS SERIOUS IMPAIRMENT TO THE DOMESTIC TRADE.
