Description: TO AGREE TO A SUBSTITUTE AMENDMENT TO H.R. 3818, A BILL TO REMOVE GOLD AS A RESERVE FOR FEDERAL RESERVE DEPOSITS. THE SUBSTITUTE REDUCES FROM 25 TO 20 PERCENT FOR A 2-YEAR PERIOD THE GOLD COVER REQUIREMENT ON BOTH FEDERAL RESERVE DEPOSITS AND FEDERAL RESERVE NOTES.
