THE MODIFIED AMENDMENT REQUIRES THAT AN APPLICANT SEEKING TO REGISTER BEFORE A FEDERAL EXAMINER MUST ALLEGE DENIAL UNDER COLOR OF LAW OF THE OPPORTUNITY TO REGISTER OR VOTE ON ACCOUNT OF RACE OR COLOR.
