Description: TO AGREE TO THE MODIFIED ERVIN AMENDMENT TO THE MANSFIELD-DIRKSEN SUBSTITUTE FOR S. 1564, THE 1965 VOTING RIGHTS ACT. THE MODIFIED AMENDMENT PROVIDES THAT IF A STATE OR POLITICAL SUBDIVISION PROVED IN THE DISTRICT OF COLUMBIA DISTRICT COURT THAT IT WAS NOT VIOLATING THE 15TH AMENDMENT, IT WOULD BE EXEMPTED FROM THE TRIGGERING PROVISIONS SUSPENDING LITERACY TESTS.
