Description: TO AGREE TO EXECUTIVE RESERVATION NO. 2 TO EX.D, PROVIDING THAT A CONSULAR CONVENTION WITH THE SOVIET UNION WILL NOT TAKE EFFECT UNTIL THE PRESIDENT ADVISES THE CONGRESS THAT THE WAR IN VIETNAM IS OVER, OR, THAT THE WITHDRAWAL OF COMBAT TROOPS FROM VIETNAM IS NOT BEING DELAYED BECAUSE OF MILITARY ASSISTANCE FURNISHED NORTH VIETNAM BY THE U.S.S.R.
