RES. 81, BY PROVIDING THAT, ON DETERMINATION BY THE PRESIDENT OF A NATIONAL EMERGENCY, THE RAILROADS MAY BE SEIZED AND RUN BY THE GOVERNMENT FOR 90 DAYS, DURING WHICH TIME LABOR AND MANAGEMENT ARE EXPECTED TO ENTER INTO NEGOTIATIONS. AT THE END OF 90 DAYS, PROPOSALS OF THE SPECIAL MEDIATION BOARD WILL GO INTO EFFECT.
