RES. 81, A RESOLUTION TO PROVIDE A MEDIATION PROCESS FOR THE SETTLEMENT OF THE RAILWAY LABOR DISPUTE, BY PROVIDING THAT LABOR AND MANAGEMENT ARE REQUIRED TO ACCEPT OR REJECT THE FINDINGS OF THE SPECIAL MEDIATION BOARD WITHIN 10 DAYS, OR, IF THEY AGREE TO BINDING ARBITRATION, CONGRESS MAY INVALIDATE THE FINDINGS OF THE BOARD WITHIN 20 DAYS FOLLOWING THE 10-DAY PERIOD.
