S. 1155 SAYS THAT IT IS THE POLICY OF THE CONGRESS THAT THE BANK SHALL NOT EXTEND CREDIT TO A COMMUNIST COUNTRY, UNLESS THE PRESIDENT STATES THAT IT WOULD BE IN THE NATIONAL INTEREST. SEN. DIRKSEN'S AMENDMENT REMOVES THE "POLICY OF THE CONGRESS" PHRASE IN ORDER TO GIVE LEGAL FORCE TO THE PROHIBITION.
