A PART B IS ADDED TO TITLE II, UNDER WHICH THE SECRETARY OF LABOR IS AUTHORIZED TO MAKE GRANTS TO PRIVATE INDUSTRIES WHO HAVE A PROGRAM OF ON THE JOB-TRAINING FOR "DISADVANTAGED POOR."
