RES. 888, BY DIRECTING THE PRESIDENT TO REDUCE BY AT LEAST 5% EACH LINE ITEM APPROPRIATION OTHER THAN MILITARY FUNCTIONS AND ITEMS NOT SUBJECT TO ADMINISTRATIVE CONTROL, SUCH AS THE FEDERAL DEBT, AND ENABLING THE PRESIDENT TO MAKE TRANSFERS BETWEEN APPROPRIATION ACCOUNTS, PROVIDING THAT SUCH TRANSFER SHALL NOT INCREASE ANY ITEM OF APPROPRIATION IN EXCESS OF THE AMOUNT PROVIDED IN THE APPROPRIATION BILL.
