THE ERVIN AMENDMENT WOULD RESTRICT THE BILL'S COVERAGE TO RIGHTS EXTENDED UNDER THE INTERSTATE COMMERCE CLAUSE OF THE CONSTITUTION AND PROGRAMS INVOLVING FEDERAL FUNDS AND WOULD MAKE IT UNLAWFUL TO INTERFERE WITH THE PERFORMANCE OF THESE RIGHTS, NO MATTER WHETHER INTERFERENCE WAS RACIALLY MOTIVATED OR NOT.
