THE HOLLINGS-THURMOND AMENDMENT PROVIDES THAT QUANTITY OF TEXTILE ARTICLES ENTERED OR WITHDRAWN FROM WAREHOUSE FOR CONSUMPTION DURING ANY CALENDER YEAR SHALL NOT EXCEED THE AVERAGE ANNUAL QUANTITY OF SUCH ARTICLES SO ENTERED OR WITHDRAWN DURING THE CALENDER YEARS 1961-1966.
