THE JAVITS AMENDMENT EXEMPTS 7 DESIGNATED PROGRAMS FROM THE EXPENDITURE REDUCTIONS PROPOSED IN THE SMATHERS-WILLIAMS SUBSTITUTE AMENDMENT, WHILE THE CLARK AMENDMENT PROVIDES THAT SO FAR AS IS PRACTICABLE, EXPENDITURE REDUCTIONS BE FROM THOSE INVOLVING MILITARY AND SPACE.
