Description: TO SUSPEND THE RULES FOR THE PURPOSE OF PROPOSING AN AMENDMENT TO H.R. 11612. THE AMENDMENT WOULD BAR USE OF FUNDS TO MAKE PRICE SUPPORT OR ACREAGE DIVERSION PAYMENTS WHICH WOULD RESULT IN TOTAL SUCH PAYMENTS TO ANY PRODUCER IN EXCESS OF $10,000 FOR EACH OF 1970 CROPS OF COTTON, WHEAT AND FEED GRAINS, AND FURTHER PROVIDES THAT THE SO-CALLED SNAP-BACK PROVISION OF THE AGRICULTURAL ACT OF 1949 SHALL NOT APPLY TO THE 1970 CROP OF COTTON.
