Description: TO AMEND (AS A SUBSTITUTE TO COOPER (R, KY) AMENDMENT) S. 3390 BY STATING THE SENSE OF CONGRESS, THAT NOT LATER THAN 4 MONTHS FOLLOWING THE ESTABLISHMENT OF AN INTERNATIONALLY SUPERVISED CEASEFIRE THROUGHOUT INDOCHINA AND THE RETURN OF ALL AMERICAN POW'S AND AN ACCOUNTING OF AMERICANS MISSING IN ACTION IN INDOCHINA A COMPLETE WITHDRAWALL OF ALL AMERICAN FORCES FROM VIETNAM SHALL BE ACCOMPLISHED.
