Rept. 94-2) Provides that the charge imposed on any household for a coupon allotment under Food Stamp Act after the date of enactment of this Act and prior to December 30, 1975, may not exceed the charge that would have been imposed on such household for such coupon allotment under rules and regulations promulgated under such Act and in effect on January 1, 1975.
