Description: TO AMEND H.R. 6755, AUTHORIZING FUNDS FOR ASSISTANCE FOR REFUGEES FROM SOUTH VIETNAM AND CAMBODIA, BY SUBSTITUTING A NEW BILL STATING THE SENSE OF THE CONGRESS AGAINST PUBLIC FUNDING OF AID TO REFUGEES AND IN FAVOR OF PRIVATE FUNDING OF SUCH ASSISTANCE.

Indochina Migration and Refugee Assistance Act - Authorizes appropriation of $455,000,000, in addition to amounts otherwise available, for the performance of functions set forth in Migration and Refugee Assistance Act, with respect to aliens who have fled from Cambodia or Vietnam.
Prohibits the availability for obligation of such funds for any purpose after September 30, 1977.
Defines the term "refugee" for purposes of this Act.

committees of the Congress which the President shall keep fully and currently informed of the use of funds and the exercise of functions authorized by this Act.
Requires the President to report to such committees 30 days after enactment a report describing fully the status of such refugees. Requires inclusion of a refugee resettlement plan within such report and a description of the President's steps to retrieve amounts previously authorized and appropriated for Vietnam and Cambodia.
Sets forth requirements for additional reports by the President at 90-day intervals through September 30, 1977, and requires a final report by December 31, 1977.
