Bill summary: (Reported to Senate from the Committee on Appropriations with amendment, S. Rept. 94-201) Makes appropriations of such amounts as may be necessary for continuing projects or activities which were conducted in fiscal year 1975 and for which appropriations, funds, or other authority would be available in specified appropriation Acts for the fiscal year 1976, provided that none of the funds made available by this joint resolution shall be obligated or expended to finance directly or indirectly any (...show more) activities or operations of the Federal Metal and Nonmetallic Mine Safety Board of Review. Repeals the provisions of the Federal Metal and Nonmetallic Mine Safety Act creating the Board. Appropriates such amounts as may be necessary for continuing projects or activities which were conducted in the fiscal 1975 and are listed in this Act at a rate for operations not in excess of the current rate or the rate provided for in the budget estimate, whichever is lower. Appropriates such amounts as may be necessary for continuing projects or activities for which disbursements are made by the Secretary of the Senate, and the Senate items under the Architect of the Capitol, to the extend and in the manner which would be provided for in the budget estimates for fiscal year 1976. Appropriates other amounts as may be necessary for continuing the specified activities, including amounts for the Job Opportunities program under the Public Works and Economic Development Act of 1974, but at a rate for operations not in excess of the current rate, unless otherwise provided. Provides that the activities of the Department of Health, Education and Welfare for assistance to refugees in the United States (Cuban Program) shall be funded at not to exceed the annual rate for obligations of $90,000,000. States that none of the funds herein made available shall be obligated or expended to finance directly or indirectly any assistance to North Vietnam, South Vietnam, Cambodia, or Laos. States that foreign assistance funds for Portugal and Portuguese-speaking Africa shall continue to be available.
