AMENDMENT #40 ALLOWS THE UNITED STATES TO MAINTAIN A MILITARY PRESENCE IN THE PANAMA CANAL ZONE UNTIL THE YEAR 2019 IF BY THE YEAR 1999, THE PRESIDENT CERTIFIES THAT MAINTAINING SUCH PRESENCE IS NECESSARY FOR THE DEFENSE OF THE CANAL.
