Description: TO AMEND THE NEUTRALITY TREATY BY PROVIDING THAT PANAMA AND THE UNITED STATES SHALL HAVE THE RIGHT TO DEFEND THE CANAL AGAINST ANY THREAT TO THE REGIME OF NEUTRALITY, BUT AT THE SAME TIME, THE UNITED STATES SHALL NOT HAVE THE RIGHT TO TAKE ANY ACTION AGAINST THE TERRITORIAL INTEGRITY OR POLITICAL INDEPENDENCE OF PANAMA.
