Description: TO TABLE THE DOLE MODIFIED AMENDMENT #12 TO ARTICLE V OF THE NEUTRALITY TREATY. DOLE AMENDMENT #12 STATES THAT U.S. TROOPS MAY REMAIN IN PANAMA UNTIL THE YEAR 2010 IF BOTH PARTIES HAVE NOT BEEN ABLE TO REACH A MUTUAL AGREEMENT FOR THE CONTINUED AVAILABILITY TO THE UNITED STATES OF ANY DEFENSE SITE OR MILITARY INSTALLATION AFTER THE DATE OF TERMINATION OF THE PANAMA CANAL TREATY.
