Description: TO TABLE THE ALLEN EXECUTIVE AMENDMENT #12 TO THE MODIFIED DECONCINI AMENDMENT #83 (SEE RC 64) TO THE RESOLUTION OF RATIFICATION OF THE NEUTRALITY TREATY. THE ALLEN AMENDMENT STATES THAT THE DECONCINI AMENDMENT SHALL BE CONSIDERED AS AN AMENDMENT TO THE NEUTRALITY TREATY, RATHER THAN AS AN AMENDMENT TO THE RESOLUTION OF RATIFICATION.
