Description: TO AMEND THE RESOLUTION OF RATIFICATION OF THE NEUTRALITY TREATY BY PROVIDING THAT BOTH THE UNITED STATES AND PANAMA SHALL HAVE THE RIGHT TO TAKE MILITARY OR NON-MILITARY ACTIONS TO REOPEN THE CANAL IN THE EVENT OF ITS CLOSING OR IN THE EVENT OF INTERFERENCE WITH ITS OPERATIONS.
