THE MODIFIED GRIFFIN SUBSTITUTE WITHOLDS SENATE APPROVAL OF THE NEUTRALITY TREATY AND ADVISES THE PRESIDENT TO RENEGOTIATE THE TREATY WITH PANAMA AND ALL THE NATIONS OF THE WESTERN HEMISHERE.
