Description: TO TABLE BARTLETT AMENDMENT #41 TO THE PANAMA CANAL TREATY. THE BARTLETT AMENDMENT STATES THAT IF THE SURPLUS REVENUES FROM THE OPERATION OF THE CANAL ARE NOT SUFFICIENT TO COVER THE $10 MILLION ANNUAL PAYMENT FROM THE PANAMA CANAL COMMISSION TO THE GOVERNMENT OF PANAMA, THE UNITED STATES SHALL NOT BE OBLIGATED TO PAY THE UNPAID BALANCE.
