BYRD RESERVATION #36 STATES THAT EVEN IF ACTION IS TAKEN BY THE UNITED STATES TO PROTECT THE NEUTRALITY, ACCESSIBILITY AND SECURITY OF THE PANAMA CANAL, THE U.S. SHALL NOT CLAIM NOR SEEK TO CLAIM ANY RIGHT OF INTERVENTION IN THE INTERNAL AFFAIRS OF PANAMA.
