Description: TO OFFER AN AMENDMENT IN THE NATURE OF A SUBSTITUTE FOR THE LONG AMENDMENT #1846 (SEE RC 151) TO H.R. 8309. THE DOMENICI AMENDMENT PROVIDES FOR THE CONSTRUCTION OF A NEW LOCKS AND DAM 26 ON THE MISSISSIPPI RIVER AT ALTON, ILLINOIS AND PROVIDES FOR THE IMPLEMENTATION OF A $0.12 BARGE FUEL TAX TO BE GRADUALLY PHASED IN OVER A TEN YEAR PERIOD BEGINNING OCTOBER 1, 1978. ALSO INCLUDED IN THE DOMENICI AMENDMENT IS A COST RECOVERY FORMULA DESIGNED TO RECOVER 10% OF THE CONSTRUCTION COSTS OF NEW INLAND WATERWAY SYSTEMS OTHER T DAM 26.
