Description: TO AMEND H.R. 13125 BY REDUCING THE FUNDING FOR THE FOOD STAMP PROGRAM BY $250 MILLION.

Rept. 95-1579) =Title I: Agricultural Programs= - Appropriates specified sums for fiscal year 1979 for programs of the Department of Agriculture relating to production, processing and marketing, and to farm income stabilization. Specifies sums for contracts and grants for research; (1) on the production and marketing of alcohols, industrial hydrocarbons, agricultural chemicals, and other products from coal derivatives; (2) on animal health and disease (...show more) problems; and (3) on rural development. =Title II: Rural Development Programs= - Appropriates specified sums for fiscal year 1979 for programs of the Department of Agriculture relating to rural development assistance and to conservation. States that specified appropriations from the Rural Housing Insurance Fund shall not limit the amount of advances from such Fund for unsubsidized interest guaranteed loans of less than $500,000,000 for repairs of construction defects. Appropriates a specified sum for direct loans and related advances from the Self-help Housing Land Development Fund. Provides two authorizations for grant agreements and technical assistance through the Soil Conservation Service. Limits any participant in the agricultural conservation program to $3,500, except where the participants from two or more farms or ranches join to carry out approved practices. Directs that appropriated funds be made available for the purchase of seeds, fertilizers, lime, trees, or any other conservation material, or any soil-terracing services, and for grants to agricultural producers to aid in carrying out enduring conservation and environmental enhancement measures and practices. Prohibits the use of such Funds for primarily production oriented measures and practices, or those that have little or no conservation or pollution abatement benefits. Merges with the 1979 appropriation unexpended funds previously appropriated to liquidate outstanding obligations for 1975 through 1978. =Title III: Domestic Food Programs= - Appropriates specified sums for fiscal year 1979 for the food and Nutrition Service Programs of the Department of Agriculture. =Title IV: International Programs= - Appropriates specified sums for fiscal year 1979 for the Foreign Agricultural Service and the Public Law 480 (Food for Peace) programs of the Department of Agriculture. =Title V: RRelated Agencies= - Appropriates specified sums for fiscal year 1979 for specified programs of the Food and Drug Administration of the Department of Health, Education, and Welfare, the Commodity Futures Trading Commission, and the Farm Credit Administration. =Title VI: General Provisions= - States limitations and prohibitions on the use of appropriations for specified purposes.
