Sets forth prohibitions on the use of such funds, including: (1) payment of salaries of District of Columbia government employees whose name and salary are not available for public inspection; (2) publicity or propaganda purposes or any policy including boycott designed to support or defeat legislation before Congress or any State legislature; and (3) payments to District of Columbia government employees paid under the Comprehensive Employment and Training Act of 1973 (CETA), until such Act shas been specifically amended.
