SCOTT AMENDMENT #3671 PERMITS THE SEPARATE STATE LEGISLATURES TO RESCIND THEIR RATIFICATION OF THE EQUAL RIGHTS AMENDMENT AND RECOGNIZES SUCH RECESSIONS IF THEY ARE MADE BEFORE THE DATE THAT THIS JOINT RESOLUTION BECOMES LAW.
