Description: TO AGREE TO AN AMENDMENT OFFERED IN THE NATURE OF A SUBSTITUTE FOR THE PROPOSED EQUAL RIGHTS AMENDMENT. THE SCOTT SUBSTITUTE AMENDMENT FOR H. J. RES. 638 STATES THAT EQUALITY OF RIGHTS SHALL NOT BE DENIED ON THE BASIS OF SEX, BUT THAT REGARDLESS OF THIS STIPULATION, CONGRESS AND THE PRESIDENT WILL STILL HAVE THE AUTHORITY TO REGULATE SELECTION OF PERSONNEL WITHIN THE ARMED SERVICES.
