Kennedy Center for the Performing Arts; (3) Energy and Minerals, (a) to the Geological Survey for: surveys, investigations, and research; and exploration of National Petroleum Reserve in Alaska; (b) to the Bureau of Mines for: mines and minerals; and the helium fund; and (c) to the Office of Surface Mining Reclamation and Enforcement for: regulation and technology; and the Abandoned Mine Reclamation Fund; (4) Indian Affairs, to the Bureau of Indian Affairs for: operation of Indian programs; construction; road construction; the Alaska Native Fund; and tribal trust funds; (5) Territorial Affairs, to the Office of Territorial Affairs for: administration of Territories; and the Trust Territory of the Pacific Islands; and (6) Secretarial Offices, (a) to the Office of the Solicitor for: salaries and expenses; and (b) to the Office of the Secretary for: departmental management; and salaries and expenses (special foreign currency program). Stipulates certain authorized and prohibited uses of the funds appropriated to the Department of the Interior by this Act. Provides that any adjustment or elimination by the Secretary of the Interior of the indebtedness of the Hydaburg Cooperative Association to the United States shall be immediately effective. =Title II: Related Agencies= - Appropriates funds for fiscal year 1979 as follows: (1) within the Department of Agriculture, to the Forest Service for: forest protection and utilization; construction and land acquisition; the Youth Conservation Corps; forest roads and trails; timber salvage sales; acquisition of lands for national forests; acquisition of lands to complete land exchanges; rangeland improvements; assistance to States for tree improvement; and construction and operation of recreation facilities; (2) to the Department of Energy for: fossil energy research and development; fossil energy facility construction; energy production, demonstration, and distribution; energy conservation; the Economic Regulatory Administration; the strategic petroleum reserve; and the Energy Information Administration; (3) within the Department of Health, Education, and Welfare, (a) to the Health Services Administration for Indian Health Services and Indian Health Facilities; (b) to the Office of Education for Indian Education; (c) to the Office of the Assistant Secretary for Education for the Institute of Museum Services; (d) to the Navajo and Hopi Indian Relocation Commission for salaries and expenses; and (e) to the Smithsonian Institution for: salaries and expenses, museum programs and related research (special foreign currency program) the Science Information Exchange construction and improvements at the National Zoological Park restoration and renovation of buildings construction, salaries and expenses for the National Gallery of Art, and salaries and expenses for the Woodrow Wilson International Center for Scholars; and (4) within the National Foundation on the Arts and the Humanities, (a) to the National Endowment for the Arts for salaries and expenses and matching grants; (b) to the National Endowment for the Humanities for salaries and expenses and matching grants; (c) to the Commission of Fine Arts for salaries and expenses; (d) to the Advisory Council on Historic Preservation for salaries and expenses; (e) to the National Capital Planning Commission for salaries and expenses; (f) to the Franklin Delano Roosevelt Memorial Commission for salaries and expenses; (g) to the Joint Federal-State Land Use Planning Commission for Alaska for salaries and expenses; and (h) to the Pennsylvania Avenue Development Corporation for salaries and expenses, the land acquisition and development fund and public development. Stipulates that specified amounts of such appropriations shall be available: (1) to support development of up to four advanced oil shale recovery technologies; (2) to establish a fund specifically for loan guarantees for demonstration of technologies to recover energy from urban waste; (3) for financial assistance for feasibility and design studies for municipally owned and/or operated waste reprocessing demonstration facilities; (4) to carry out the 1979 White House Conference on the Arts Act; and (5) to carry out the 1979 White House Conference on the Humanities Act. Provides that specified amounts for (1) energy conservation in schools, hospitals, and local government buildings and (2) energy impact assistance, shall be available only upon enactment of certain suitable authorizing legislation. Provides that funds made available to tribes and tribal organizations through contracts authorized by the Indian Self-Determination and Education Assistance Act of 1975 shall remain available until September 30, 1980. Limits the type and amount of funds which may be used to grant awards to employees of the Smithsonian Institution. =Title III: General Provisions= - Places specified limitations on the use of appropriated funds which have been made available to the Secretaries of the Interior and of Agriculture. Prohibits the use of any funds appropriated by this Act for any activity or publicity tending to promote public support or opposition to any legislative proposal on which congressional action is not complete. Prohibits the use of such funds to implement: (1) the wilderness review provisions of the Federal Land Policy and Management Act of 1976 in the State of Alaska; or (2) any rule of the Fish and Wildlife Service requiring the use of steel shot to hunt waterfowl in the United States, unless the appropriate State regulatory authority approves such implementation and enforcement. States that no part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided.
