THE AMENDMENT BASES INDIVIDUAL GAS COUPON DISTRIBUTION ON EACH STATE'S PAST RATE OF CONSUMPTION PER VEHICLE, RATHER THAN DISTRIBUTING THE COUPONS EQUALLY AMONG VEHICLE OWNERS WITHOUT REGARD TO THE STATE'S PAST RATE OF GAS USAGE.
