Description: TO TABLE THE CHURCH SUBSTITUTE AMENDMENT TO THE HELMS AMENDMENT TO S. 1007, A BILL FOR EGYPTIAN-ISRAELI SECURITY ASSISTANCE. THE HELMS AMENDMENT PROHIBITS FUNDS FROM BEING MADE AVAILABLE TO ANY COUNTRY WHICH IS NOT A PARTY TO THE TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS. THE CHURCH AMENDMENT URGES ALL NATIONS, INCLUDING ISRAEL AND EGYPT, WHO ARE NOT A PARTY TO THE TREATY TO BECOME SO. (MOTION FAILED)
