THE AMENDMENT STATED THE SENSE OF THE CONGRESS THAT THE PRESIDENT SHALL REMOVE ECONOMIC SANCTIONS AGAINST RHODESIA WHEN DETERMINED THAT THEIR REMOVAL IS IN THE NATIONAL INTEREST OF THE U.S., AND CARRIED WITH IT JAVITS AMENDMENT TO MAINTAIN THE POWER OF THE CONGRESS TO LIFT THE SANCTIONS AGAINST RHODESIA AFTER DECEMBER 1, 1979.
