THE JOHNSTON AMENDMENT EXTENDS THE TIME FOR THE FIRST PHASE FROM 3 TO 5 YEARS AND SETS THE 1 1/2 MILLION BARRELS A DAY EQUIVALENCE AND $88 BILLION AS GOALS FOR THE TOTAL PROGRAM.
