Description: TO AMEND S. 1080. THE SCHMITT AMENDMENT ESTABLISHES PROCEDURES FOR CONGRESSIONAL REVIEW OF PROPOSED RULES SET FORTH UNDER THE ADMINISTRATIVE PROCEDURE ACT. THE AMENDMENT ALSO PROVIDES FOR RESOLUTIONS OF DISAPPROVAL TO BE CONSIDERED UNDER EXPEDITED PROCEDURES, INCLUDING LIMITATIONS ON DEBATE, MOTIONS AND AMENDMENTS IN ORDER TO AVOID DELAY AND LENGTHY DEBATE ON MOTIONS TO DISCHARGE A COMMITTEE OR ON RESOLUTIONS OF DISAPPROVAL. THE AMENDMENT PROPOSES THAT AGENCIES MAY ISSUE EMERGENCY RULES NOT SUBJECT TO THE LEGISLATIVE VETO PROCEDURE. (MOTION PASSED) SEE NOTE(S) 26
