RES. 58, AND REQUIRES THAT ANY INCREASE IN OUTLAYS BE FINANCED BY AN EQUIVALENT INCREASE IN REVENUES. THIS WOULD BE ACCOMPLISHED BY STATUTE, RATHER THAN CONSTITUTIONAL AMENDMENT.
