THE FIRST METZENBAUM AMENDMENT ADDS FUNDS FOR UNEMPLOYMENT BENEFITS, AND SUSPENDS UNTIL THE UNEMPLOYMENT RATE IS BELOW 8.7 PERCENT, PROVISIONS OF THE 1981 RECONCILIATION BILL THAT DENY BENEFITS TO INDIVIDUALS WHO HAD EXHAUSTED THEIR REGULAR UNEMPLOYMENT BENEFITS.
