Description: TO AMEND H.R. 4185 TO EXPRESS THE SENSE OF THE SENATE THAT THE PRESIDENT SHOULD ANNOUNCE THE WILLINGNESS OF THE UNITED STATES TO SUSPEND FLIGHT TESTING OF NEW MIRVED INTERCONTINENTAL BALLISTIC MISSILES, WHILE STRATEGIC ARMS NEGOTIATIONS PROCEED, IF THE SOVIET UNION IS ALSO WILLING TO SUSPEND THE FLIGHT TESTING OF SUCH MISSILES; AND THAT ANY AGREEMENT ENTERED INTO BETWEEN THE UNITED STATES AND THE SOVIET UNION PROVIDING FOR SUCH SHOULD PROVIDE THE RELIABLE MEANS FOR VERIFICATION.
