Description: TO APPROVE THE CONFERENCE REPORT ON H J RES 372 THAT TEMPORARILY RAISES THE LIMIT ON THE FEDERAL DEBT FROM $1.824 TRILLION TO $2.079 TRILLION AND ESTABLISHES A PLAN TO PAY THE DEBT BY 1991. THE REPORT STIPULATES LIMITS THAT THE DEBT MAY NOT EXCEED FOR EACH YEAR AND REQUIRES THE PRESIDENT TO REDUCE FUNDING OF CERTAIN PROGRAMS IF IT APPEARS THAT THE DEBT WOULD EXCEED THE LIMIT.
