Description: TO PASS S J RES 225 BALANCED BUDGET CONSTITUTIONAL AMENDMENT, THE JOINT RESOLUTION PROPOSING A CONSTITUTIONAL AMENDMENT TO INSIST UPON A BALANCED FEDERAL BUDGET EACH YEAR EXCEPT WHEN A 3/5 MAJORITY OF THE HOUSE AND SENATE APPROVES DEFICIT SPENDING; TO REQUIRE THAT THE U.S. DEBT MAY BE EXPANDED ONLY THROUGH A LAW PASSED BY A 3/5 VOTE OF HOUSE AND SENATE; TO SPECIFY THAT A MEASURE TO AUGMENT REVENUE SHALL BECOME LAW ONLY IF PASSED BY A MAJORITY OF BOTH HOUSES OF CONGRESS; TO CALL FOR A TENTATIVE BALANCED BUDGET TO BE PROVIDED BY THE PRESIDENT ANNUALLY; AND TO PERMIT CONGRESS TO SUSPEND THE REQUIRED BALANCED BUDGET DURING DECLARED WAR. (A TWO-THIRDS MAJORITY OF THOSE PRESENT AND VOTING (67 IN THIS CASE) IS REQUIRED TO PASS A CONSTITUTIONAL AMENDMENT.)
