Description: TO ADOPT THE KERRY AMENDMENT TO HR 5052, THE MILITARY CONSTRUCTION APPROPRIATIONS BILL, WHICH WOULD TERMINATE AID FOR THE NICARAGUAN "CONTRAS" IF THE COUNTRIES OF CENTRAL AMERICA SIGN A CONTADORA AGREEMENT THE PRINCIPAL PROVISIONS OF WHICH WERE PUBLICLY ENDORSED IN APRIL, 1986. THE AMENDMENT WOULD PROVIDE ASSISTANCE TO THE "CONTRAS" SOLELY FOR THE PURPOSE OF IMPLEMENTING THE NATIONAL RECONCILIATION PROVISIONS OF SUCH AN AGREEMENT.
