Description: TO ADOPT HR 4613, THE FUTURES TRADING ACT OF 1986, WHICH WOULD AUTHORIZE FUNDS TO CARRY OUT THE COMMODITY EXCHANGE ACT BY PROVIDING SUPPORT FOR THE COMMODITY FUTURES TRADING COMMISSION THROUGH FISCAL YEAR 1992. THE BILL WOULD ALSO MODIFY CERTAIN SUGAR QUOTAS AND IMPROVE GRAIN QUALITY STANDARDS FOR EXPORTS.
