Description: TO ADOPT THE CONFERENCE REPORT ON S 1200, THE IMMIGRATION REFORM AND CONTROL ACT, WHICH WOULD AMEND THE IMMIGRATION AND NATIONALITY ACT, TO EFFECTIVELY CONTROL UNAUTHORIZED IMMIGRATION INTO THE UNITED STATES BY GRANTING AMNESTY TO ILLEGAL ALIENS WHO CAN PROVE THAT THEY ENTERED THE UNITED STATES PRIOR TO JANUARY 1, 1982, PENALIZING EMPLOYERS WHO KNOWINGLY HIRE ILLEGAL ALIENS, AND ESTABLISHING A SPECIAL FARM WORKER PROGRAM FOR WESTERN AGRICULTURAL GROWERS.
