Description: TO ADOPT, OVER PRESIDENT REAGAN'S VETO, OMNIBUS TRADE AND COMPETITIVENESS ACT, A BILL TO ENHANCE THE AMERICAN INDUSTRIAL COMPETITIVENESS ABROAD BY STRENGTHENING ACTIONS AGAINST UNFAIR FOREIGN TRADE, CLARIFYING GUIDELINES FOR BUSINESS CONDUCT ABROAD, REORGANIZING EDUCATION AND EXPORT PROGRAMS, RESCINDING THE WINDFALL PROFITS TAX ON OIL, AND REQUIRING ADVANCE NOTICE OF LARGE-SCALE PLANT CLOSINGS AND LAYOFFS. TWO-THIRDS OF THE SENATE, NOT HAVING VOTED IN THE AFFIRMATIVE, SUSTAINED THE PRESIDENTIAL VETO.
