Bill summary: TABLE OF CONTENTS: Title I: Department of Labor Title II: Department of Health and Human Services Title III: Department of Education Title IV: Related Agencies Title V: General Provisions Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 1994 - Title I: Department of Labor - Department of Labor Appropriations Act, 1994 - Makes appropriations for FY 1994 for agencies within the Department of Labor. (Sec. 102) Prohibits benefit payments (...show more) from the Employees' Compensation Fund for individuals convicted of defrauding the compensation program. Title II: Department of Health and Human Services - Department of Health and Human Services Appropriations Act, 1994 - Makes appropriations for FY 1994 for agencies within the Department of Health and Human Services. Provides limitations on the use of appropriated funds. Title III: Department of Education - Department of Education Appropriations Act, 1994 - Makes appropriations for FY 1994 for agencies and programs within the Department of Education. Sets forth general provisions relating to the use of appropriated funds. (Sec. 304) Prohibits the use of funds to prevent the implementation of programs of voluntary prayer and meditation in the public schools. Title IV: Related Agencies - Makes appropriations for FY 1994 for the following agencies or programs: (1) ACTION; (2) Corporation for Public Broadcasting; (3) Federal Mediation and Conciliation Service; (4) Federal Mine Safety and Health Review Commission; (5) National Commission on Libraries and Information Science; (6) National Council on Disability; (7) National Labor Relations Board; (8) National Mediation Board; (9) Occupational Safety and Health Review Commission; (10) Physician Payment Review Commission; (11) Prospective Payment Assessment Commission; (12) Railroad Retirement Board; (13) Soldiers' and Airmen's Home; (14) United States Institute of Peace; and (15) United States Naval Home. Title V: General Provisions - Sets forth provisions on the use of the appropriated funds. (Sec. 506) Prohibits the use of funds to carry out any program of distributing sterile needles for the hypodermic injection of any illegal drug unless the Surgeon General determines that such programs are effective in preventing the spread of HIV and do not encourage the use of illegal drugs. Authorizes the use of such funds for demonstration or study purposes. (Sec. 507) Requires expenditures under this Act to comply with the Buy American Act. (Sec. 508) Provides for the calculation of black lung monthly benefit payments for months after December 1993 and before October 1994. Rescinds certain amounts made available to the community investment program under a dire emergency supplemental appropriation. (Sec. 510) Prohibits the expenditure of funds for any abortion except when it is made known to the appropriate Federal entity or official that such procedure is necessary to save the life of the mother or that the pregnancy is the result of an act of rape or incest.
